Biodiversity Enhancement Statements in Argyll & Bute, Highland and throughout Scotland

National Planning Policy

National Planning Framework 4, adopted in February 2023, makes consideration of biodiversity enhancement compulsory for all developments in Scotland. To meet the framework's requirements a Biodiversity Enhancement Statement is often required.

Policy 3 (a & c) of the framework considers biodiversity and states that:

•  “Development proposals will contribute to the enhancement of biodiversity, including, where relevant, restoring degraded habitats and building and strengthening nature networks and the connections between them. Proposals should also integrate nature-based solutions, where possible.”

•  “Proposals for local development will include appropriate measures to conserve, restore and enhance biodiversity, in accordance with national guidance. Measures should be proportionate to the nature and scale of the development.”

Biodiversity Enhancement

From the outset of planning a development in Scotland, opportunities for incorporating features which can support biodiversity should be considered within new buildings or in adaptations to existing ones.

In the case of small developments, where previously potentially valuable habitat may be lost, options exist to remedy this. Gardens can be designed so that habitat connectivity may be retained or even enhanced. Suburban gardens can create connectivity for species and prevent serious habitat fragmentation. Larger developments may address this with the provision of new green spaces.

We are experienced in providing Biodiversity Enhancement Statements to clients at any stage in the development process. However, the earlier that measures are considered the better.

The work comprises a desk-based study to establish recorded evidence of protected species, habitats and local designations in the area. This element of the study provides information on species likely to benefit from enhancement measures.

After the desk study is completed, a site visit is conducted. This assesses the current habitat and species likely to benefit from biodiversity enhancement measures. A written report is then produced. This contains recommendations for the conservation, restoration, and enhancement of biodiversity as per NPF4 Policy 3 (a & c).

A Biodiversity Enhancement Statement is typically included in the Preliminary Ecological Assessment (PEA) report. However, where required, it is provided as a standalone document.
